FH.UNNES.AC.ID – Semarang, Kementerian Komunikasi dan Informatik dan Universitas Negeri Semarang melalui Fakultas Hukum bekerjasama menyelenggarakan kegiatan Forum Literasi Hukum dan HAM Digital (Firtual) dengan tema “Sosialisasi Rancangan Undang-Undang Kitab Undang-Undang Hukum Pidana (RUU KUHP)” pada Kamis (3/11) di Ruang GSG Dekanat Kampus Sekaran Gunungpati, Semarang.

Kegiatan dibuka oleh Rektor Universitas Negeri Semarang yang dalam hal ini diwakilkan Bapak Prof Dr Zaenuri SE MSi Akt selaku Wakil Rektor Bidang Akademik. Dalam sambutanya, Prof Zaenuri beharap diskusi RUU KUHP ini nantinya benar-benar bisa mengganti KUHP sekarang yang nuansa kolonial atau kepentingan-kepentingan kolonial itu paling tidak mulai terkikis.

Prof Zaenuri menambahkan kalau dihilangkan nampaknya tidak bisa 100%. Profesor dibidang MIPA UNNES ini menganalogikan terminologi hukum termodinamika II fisika, tidak ada satu sistem yang efisiennya 100 persen apalagi persoalan berkaitan ilmu sosial. Ketika kepentingan kepentingan diluar tadi kemudian dihilangkan atau nol-kan nampaknya memang tidak mudah, pungkasnya.

Direktur Informasi Komunikasi Politik, Hukum dan Keamanan, Direktorat Jenderal Informasi dan Komunikasi Publik (IKP) Kementerian  Komunikasi dan Informatika (Kominfo), Drs. Bambang Gunawan M.Si., yang diwakilkan oleh Koordinator Informasi dan Komunikasi Hukum dan HAM, Kementerian Kominfo, Filmon Warouw saat membuka diskusi publik mengungkapkan, perwujudan negara hukum yang berlandaskan Pancasila memerlukan sistem hukum nasional yang harmonis, sinergis, komprehensif, dan dinamis melalui upaya pembangunan hukum.

Salah satu proses pembangunan hukum yang sedang dilaksanakan oleh Pemerintah, khususnya di bidang hukum pidana, adalah dengan melakukan revisi terhadap Kitab Undang-Undang Hukum Pidana (KUHP).

Ia pun menegaskan jika upaya pemerintah untuk merevisi dan menyusun sistem rekodifikasi hukum pidana nasional bertujuan untuk menggantikan KUHP lama sebagai produk hukum pemerintahan zaman kolonial Hindia Belanda sehingga sesuai dengan dinamika masyarakat.

Oleh karena itu, Kementerian Komunikasi dan Informatika bekerja sama dengan Kementerian Koordinator Bidang Politik, Hukum, dan Keamanan dan Kementerian Hukum dan Hak Asasi Manusia Republik Indonesia telah menyelenggarakan acara Kick Off Dialog Publik RUU KUHP untuk memberikan pemahaman kepada masyarakat serta membuka ruang dialog untuk menghimpun masukan terhadap draft RUU KUHP sesuai dengan arahan Presiden Joko Widodo pada Rapat Terbatas terkait RUU KUHP.

Narasumber yang dihadirkan Guru Besar Universitas Negeri Semarang Prof Dr R Benny Riyanto SH MHum CN dengan paparannya mengenai Sejarah dan Pembaruan Rancangan Undang-Undang tentang Kitab Undang-Undangn Hukum Pidana. Kemudian dilanjutkan oleh narasumber Guru Besar Hukum Pidana Universitas Indonesia Prof Dr Harkristuti Harkrisnowo SH MA mengenai lima misi RUU KUHP.

Terakhir ditutup pembicara Dosen Fakultas Hukum Universitas Negeri Semarang Dr Ali Masyhar SH MH menjelaskan 14 isu krusial dalam RUU KUHP.

Acara ini diharapkan dapat menjadi sarana sosialisasi pembahasan terkait penyesuaian RUU KUHP kepada elemen-elemen publik. Semoga acara ini membawa manfaat yang besar dan positif bagi kita, masyarakat, dan negara.
